Dangerous Truck Drivers

I was waiting at traffic lights near Latrun last night when just before the lights changed I was already hearing the horns of the impatient truck driver behind me. After the lights changed to green and I drove off, I was drivingbehind a car moving at a fair speed with a white no overtaking line in the middle of the road. The truck kept a distance of about one meter from me. What to do?, I slowed down to half the speed and made signs to him by sticking my hand out the window, he then dropped back to a little safer distance. I would lay a bet that this driver  probably has a large number of driving offences behind him. Why are drivers that are obviously such a danger to human life and do not have the competance or will to drive safely, are not banned from driving, so that those that respect road safety can have more chance of arriving at their destination ALIVE?
